She was born Shirley Anne Smith on November 27, 1934, and was raised in Taney County on her grandfather's farm in Ozark Beach, which later became part of Forsyth.  She graduated from Forsyth High School in 1952.  Shirley accepted the Lord as her Savior at an early age and is a member of the Hillside Baptist Church in Fayette, MO.

Shirley worked in the Taney County Health Department when it opened in 1961 and eventually became Administrator. She retired in 1995 after faithfully serving for 34 years.

Shirley was elected Mayor of Forsyth from 1988 to 1992 after her husband and current Mayor, Joe D. Coy, passed away.  She helped get street signs up on all the streets in anticipation of the 911 service and obtained a grant of $ 600,000 to establish a sewer system for the City of Forsyth, among other things.

She served on the Board for the Dr. Mary King Long Scholarship Fund and was a charter member of the White River Valley Historical Society.  She was an EMT and was also on the first ambulance board to help set up ambulance service in Taney County.

Upon retirement, Shirley moved to Fayette, MO with her husband, George Monckton.  They loved the outdoors and spent most of their time fishing and camping, spending several winters in Rockport, TX.  After George’s death, she moved to Parkville, MO, where she lived with her daughter, Delilah and her husband, Steve Slipke.

Shirley is survived by her daughter, Delilah and Steve Slipke of Parkville, MO; daughter, Donna Johnson of Oklahoma City, OK; daughter, Damaris and Matt Jones of Katy, TX, nine grandchildren, 13 great grandchildren and numerous nieces and nephews.  She was preceded in death by her grandparents, Missouri (Cricket) Smith and Charles E. Smith; mother, Pauline Noel; first husband and children’s father, Willard Dale Johnson; daughter, Deborah Johnson-Henry; and husband, George Monckton.
